工作职责
1 Safety responsibility 安全职责:
? Organize or participate in the formulation of safety production rules and regulations, operating procedures, and
emergency rescue plans for production safety accidents of the unit;
组织或者参与拟订本单位安全生产规章制度、操作规程和生产安全事故应急救援预案；
? Organize or participate in safety production education and training of the unit, and truthfully record the situation
of safety production education and training;
组织或者参与本单位安全生产教育和培训，如实记录安全生产教育和培训情况；
? Urge the implementation of safety management measures for major hazard of the unit
督促落实本单位重大危险源的安全管理措施；
? Organize or participate the emergency drill.
组织或者参与本单位应急救援演练；
? Check the safety production status of the unit, promptly identify potential production safety accidents, and propose suggestions for improving safety production management;
检查本单位的安全生产状况，及时排查生产安全事故隐患，提出改进安全生产管理的建议；
? Stop and correct illegal commands, forced risky operations, and violations of operating procedures;
制止和纠正违章指挥、强令冒险作业、违反操作规程的行为；
? Urge the implementation of safety production rectification measures.
督促落实本单位安全生产整改措施。
2 Job responsibility 岗位职责(可按照不同的岗位自行分类，如生产管理，车间管理，员工发展，日常管理活
动，岗位生产职责，体系管理，许可证申报等等)
? Effectively follow up HSE activities of the company to ensure facility compliance with all applicable state, local
and Corporate HSE laws/ regulations/ rules.
有效地跟踪公司的 HSE 活动，保证公司遵守国家，地方和行业的 HSE 法律和法规。
? To improve the management of environment protection for ACF and related tasks.
在工厂安全管理方面，要实行持续改进方法。
? Strengthen contractor safety management
落实承包商安全管理。
? To assist to get related permits for existing unit and projects from authorities.
协助取得现有工厂和项目的相关政府许可。
? Through participating process and site check to control the HSE risk.
通过参加工艺会议和各类现场 HSE 检查来控制风险。
? Involve the safety culture building
参与公司安全文化建设。
MAIN ACTIVITIES
主要活动
? To implement national policy, laws and standard related to safety production & fire safety seriously.
认真贯彻执行国家有关安全生产&消防安全的政策、法规、标准。
? Be responsible for the establishment and modification of safety procedures and SOPs, to issue the procedures
after formal approval by main persons in charge.
负责组织建立、修改安全管理制度和操作规程，经企业负责人批准后发布执行。
? To periodically report safety production conditions to unit manager and provide improvement proposals.
定期向生产装置经理汇报安全生产情况，提出改进安全生产管理的建议。
? To organize kind of safety inspections, including daily inspection, on the job inspection and special inspection.
General safety inspection should be organized monthly.to stop and correct wrong commanding, un-safety
operations and SOPs breaking behaviors. To issue orders, corrective actions aiming to NMs/NCs raised from
inspections and push the implementation. To report significant risks and stop at-risks works if need.
组织各种安全生产日常检查、岗位检查和专业性检查，并每月至少组织一次安全生产全面检查，制止和纠正违章指挥、强令冒险作业，违反操作规程的行为；对检查出来的事故隐患等问题，有权下达指令，限制整改，并督促实施整改措施。在生产中遇有重大险情时，有权下令停止作业，并立即上报。
? To participant the investigations of accidents, make the registration, stat., analysis, report and follow actions
raised from these accidents.
参加本企业的事故的应急救援和调查处理，进行事故的登记、统计、分析、报告并对整改措施进行跟踪。
? To organization company level safety production & fire safety promotion, education and training. To summarize
and share safety management experiences.
有计划的对员工进行公司级的安全生产&消防安全宣传，教育和培训，总结推广安全管理经验。
? Support for the establishment of emergency scenarios and organize drills.
支持应急预案的编写并组织，参与应急救援的演练。
? To push the safety management measures for major hazard installations.
督促落实本装置重大危险源的安全管理措施。
? To distribute PPE in time and make necessary guidance for the usage.
按相关规定管理并及时发放个人劳动防护用品，并指导员工正确使用。
? To periodically check safety equipment and record.
定期检查维护安全设备，并做好记录。
? To coordinate regular maintenance of building fire control facilities, and conduct a comprehensive test once a
year.
配合对建筑消防设施定期维护保养，每年实施一次全面检测，确保消防设施完好有效。
? To participate in regular fire prevention inspection and patrol, and timely eliminate fire hazards.
参与定期防火检查、巡查，及时消除火灾隐患。
? To actively participate in joint prevention and control of fire safety areas, To actively apply fire control remote
monitoring system, electrical fire monitoring system, Internet of things technology and other technical and
physical prevention measures.
积极参与消防安全区域联防联控 ；积极应用消防远程监控，电气火灾监测，物联网技术等技防物防措施。
? Organize the identification of risk and environmental elements, strengthen the management of major hazard
area.

? Monitor the Work Permit implementation and the regular site audit.
跟踪工单的执行并开展定期工单审核。
? Strengthen the safety management of the contractor to improve the safety management level
加强对承包商的安全管理，提高对承包商的安全管理水平
? Assist clinic to monitor the harm elements on working site to prevent the occupational disease.
协助医务室做好作业现场有毒有害物质的监测和告知工作，做好职业卫生工作，积极预防职业病。
? Communicating with each department and follow-up actions regularly.
加强和各部门之间的沟通，定期跟踪相关的 HSE 行动措施。
? Verifying and checking the actions effectiveness regularly.
定期检查和核实相关 HSE 措施的有效性。
? Site tour to find as more as possible non-conformity and set up C/P actions with the area owners.
做好现场检查，尽可能多的发现一些隐患，并和区域部门一同制定整改措施。
? Attend process monthly meeting and PHA meeting to focus on safety events.
参与月度工艺会议和工艺危害分析会，关注工艺上的安全问题。
? Check work order and work permit strictly based on the safety procedure; perform risk analysis with other
related departments.
根据安全规定对工作单和工作许可进行审查，和其他部门一起做好工作的风险分析。
? Set up inspection plan and PMP (preventive maintenance plan) then implement it.

? Keep safety devices in good situation

? Supervise the implementation of the safety production responsibility for each unit and position, make the
assessment and raise the opinion of award or punishment.

? Participating safety drill of each department, and propose to improve.

QUALIFICATIONS / EXPERIENCE REQUIRED
能力/经验要求
? A bachelor's degree in chemical engineering or safety engineering.
化学工程或安全工程本科。
? Specific training and good working knowledge of environmental, health and safety.
接受过 HSE 法规和工作技能的特殊培训。
? Registered safety engineer or intermediate engineer title
注册安全工程师或工程师中级职称
? 3 or more years of chemical industrial safety experience in chemical manufacturer.
三年以上化工企业的安全管理经验
? HSE experience in a multinational corporation.
跨国公司的 HSE 管理经验
? Experience developing systems, policies, procedures.
在提高体系管理、制度和程序方面的经验
? Good English skill(both oral and written).
良好的英文能力（读写及口语交流）
