Job Description: 1. Development and lead of effective HR & Admin programs aligned with the organization's strategy and all necessary support; 2. Develop localized HR & Admin policies in accordance with company’s strategy, and ensure an effective implementation; 3. Consulting support to management on HR issue, maintain knowledge of labor law to insure compliance with employment law; 4. Design and supervise training and development, identify & analyze training needs, propose the career development plan for defined high potential staff; 5. Develop the employee evaluation system, establish team and individual target which aligned with company business strategies; 6. Management team development, succession planning and team building; 7. Develop recruitment activities, ensure the recruitment process is efficient and equitable, develop high potential recruitment channel; 8. Develop retention programs and actions, manage of C&B daily operation and issue for company, support payroll accounting, IIT declaration; 9. Manage of the yearly labor cost analysis and budgeting; 10. Maintain relationships with government authorities, agencies, HR associations, labor & labor union organization etc; 11. Maintain the employee relationship and ensure the employee welfare conforming to the national and local labor regulations; 12. Act as the performance improvement driver and provoke positive changes in the people management; 13. Perform the building leasing with landlord and maintain the relationship; 14. Monitor of cleaning of working place, tree and flower maintenance, security guard, driver, canteen service, manage all internal administration management; 15. Perform the office TPM implementation and monitor the process; 16. Comply with environment, health & safety policies; 17. Support on expatriates’ working permit, sourcing of leasing car and housing; 18. Monitor for controlling all costs of HR & Admin; 19. Perform labor union committee.
Job Requirement: 1. Bachelor degree or above, preferably in the human recourse field; 2. At least 7 years of working experiences including supervisory experience in human resource and admin field, preferably in a large multi-national business environment 3. Strong working knowledge and experience of labor law and practices of China; 4. Clarity of thought and action – strong ability to simplify, must be able to take decisions and solve problems, must effectively integrate numerous inputs and information to provide a clear understanding of required change; 5. Combination of Operational and Strategic Mindset - extremely strong in prioritizing and solving issues throughout a global matrix organization; 6. Possess superior communication skills (oral and written) with ability to present confidently in front of senior executives; 7. Ability to execute, work and create momentum for change within a cross functional, geographically diverse team environment; 8. Ability to assess and enhance effective collaborations with different work councils regionally in order to facilitate required change; 9. Working experience in an international company is a must; 10. Have a good understanding of company policy and local government regulation; 11. Good English communication skill in both oral and written; 12. Be a self-starter with an outstanding “roll-up-sleeves”-attitude, who is used to driving and executing processes, projects and tasks externally and internally.
