JOB SUMMARY工作概要
The mechanical engineer is responsible for performing preventive maintenance task, troubleshooting, carry out modification to improve machinery equipment integrity and reliability including special equipment, reactor, agitator, heat-exchanger, vacuum fan, blend tank, piping, pumps, forklift etc. Responsible for the spare parts management and mechanical contractor management. Support new project commissioning.
机械工程师负责执行预防性维护任务,故障诊断及维修,为提高机械设备的完整性和可靠性实施相关改造，包括特种设备、反应器、搅拌器、换热器、真空风机、混合罐、管道、泵、叉车等，负责机械设备的备件管理，和机械承包商管理 。支持新项目调试

JOB RESPONSIBILITIES工作职责

承包商管理Contractors Management -20%
1.Supervise the contractors of the mechanical equipment and the maintenance service. Strictly obey all EHS policies during contractor’s service;监督承包商的机械设备和设施维修服务。确保承包商的现场作业和服务严格遵守所有EHS政策；
2.Manage, direct and motivate contractors personnel to achieve goals in timely and safe manner管理，领导和激励承包商在不断提高技能的同时及时、安全的实现目标；
3.Responsible and supervise the daily work and the service quality of mechanical contractors. Ensure the contractor's service meet the requirements of the contract or SOP. 负责和监管机械承包商日常工作及服务质量。确保承包商的服务符合合同或者作业指导书的要求；
4.Improve the technical trainings for contractors continuously, in order to meet the maintenance requirement. 持续改善承包商技能培训，满足维修技能需求；
5.Check important maintenance programs of contractors.审核承包商重大检修作业方案；
6.Periodic review for mechanical contractors to improve the service quality continuousl. 定期对机械承包商进行服务评审，持续改进服务质量；

EHS管理EHS management -15%
1.Implementation of PSM in terms of the maintenance related part; 执行维修相关的PSM部分;
2. Ensure to comply with Stepan and local safety, health and environment standard, fulfill the mandatory safety requirement and activities: safety training, safety meeting, and all other requirements by Stepan EHS and local regulation. 确保符合Stepan和当地的安全、健康和环境标准，完成强制性的安全要求和活动:安全培训安全会议，以及所有其他由Stepan EHS和当地法规的要求。

持续改善管理Continue Improvement management-15%
1.Follow LEAN programs to carry the maintenance work; 遵循精益项目进行维护工作;
2.Execute all the improvement/upgrade projects for site from end to end; 自始至终执行工厂所有的改进/升级项目；
3.Maintain 5S through the entire area of responsibility, in conformity with the standards set by company；维护5 s在整个区域的责任,符合公司标准；
4.Support all aspects of plant and departmental quality; 支持工厂所有与质量相关的工作;

费用控制Cost Control- 10%
1.Develop the spare parts plan and manage the inventory of the spare parts. 制定备件计划和备件库存管理。
2.Be responsible for the inventory cycle count for the spare parts, and maintain spare parts
storage at safe but economical levels. 负责库存备件周期管理,维护备件库存在安全且经济的水平。

维修管理Maintenance management-30%
1.Responsible for planning and scheduling of works, including weekly, Monthly and annual maintenance related works. Develop and implement preventive/predictive maintenance programs and activities. 负责工作的计划和排程，包括每周、月度和年度维修相关工作。 制定和实施预防/预测性维护计划和活动。
2.Maintain the positive communication with other departments, including update the plant status/scheduled for maintenance.与其他部门保持积极沟通，包括定期更新维修的状态/计划。
3.Be responsible for maintenance tasks of plant and troubleshooting on site, finding the RCA and make the action plan to prevent it again.负责工厂的维修任务执行和现场故障诊断,找到问题的根源,防止问题再次发生。
4.Maintain the CMMS to work properly to ensure PM and CM completion rate .PM和CM的及时完成，并保持CMMS的及时更新。
5.Responsible for mechanical equipment reliability to meet company requirements.负责机械设备的可靠性，满足公司要求。
6.Responsible for mechanical integrity by carrying out periodic inspection and evaluation in compliance with company procedure and regulatory requirement, and keep continuous update. 负责机械设备的完整性，根据公司程序和法规要求,对设备进行定期检查和评估，并保持持续的更新。

工程（设施/固定资产/效率）管理 Engineering （Facilities/Capital/Efficiency）Management - 10%
1.Participate in the capital improvement budget for the entire plant; 参与整个工厂固定资产改造;
2.Support the engineering of the projects; 对工程项目提供支持；

COMPETENCY REQUIREMENTS任职要求

1.Bachelor in Mechanical Engineering, or a related discipline学士学位，机械工程或相关专业
2.The minimum working experience in a petrochemical or chemical industry for the mechanical engineer position are 3+ years hand on experience in the field at areas of pumps ,agitator, reactor, heat-exchanger, special equipment management.
在化工、相关行业，至少3年以上机泵，搅拌器，反应器,换热器和特种设备管理的机械工程师经验。
3.Hands-on experience in the maintenance of rotating and static equipment.具有丰富的旋转和静态设备的实践经验维修
4.Be familiar with SAP maintenance module. 熟悉SAP维修模块。
5. Be good ability at writing and reading in English 良好的英语读写能力。
6.Good communication ,teamwork and solving problems ability.良好的沟通,协作，和解决问题的能力
7.Execute jobs assigned by Maintenance manager.执行维修经理制定的其他工作。
