JOB SUMMARY工作概要
The instrument engineer is responsible for perform preventive maintenance, trouble shooting for instrument device to improve reliability and integrity. Including thermometer，pressure gage，flowmeter, level meter , automatic valve , CCTV monitor ，combustible & poisonous detector system etc.. In charge of instrument spare parts and subcontractor management.
仪表工程师负责执行预防性维护任务，故障诊断，维修，提高仪表设备的可靠性和完整性，包括温度计、压力表、流量计，液位计，自动阀，CCTV监控，可燃有毒系统等，负责仪表备件和仪表承包商管理。
JOB RESPONSIBILITIES工作职责
承包商管理Contractors Management -20%
1. Supervise the contractors of the instrument equipment and the maintenance service. Strictly obey all EHS polities during contractor’s service;监督承包商的仪表设备和维修服务。确保承包商的现场作业和服务严格遵守所有EHS政策；
2. Manage, direct and motivate contractors personnel to achieve goals in timely and safe manner管理，领导和激励承包商在不断提高技能的同时及时、安全的实现目标；
3. Improve the technical trainings for contractors continuously, in order to meet the maintenance requirement. 持续改善承包商技能培训，满足维修技能需求；
EHS管理EHS management -15%
1. Implementation of PSM in terms of the maintenance related part; 执行维修相关的PSM部分;
2. Ensure to comply with Stepan and local safety, health and environment standard, fulfill the mandatory safety requirement and activities: safety training, safety meeting, and all other requirements by Stepan EHS and local regulation. 确保符合Stepan和当地的安全、健康和环境标准，完成强制性的安全要求和活动:安全培训安全会议，以及所有其他由Stepan EHS和当地法规的要求。
持续改善管理Continue Improvement management-15%
1. Follow LEAN programs to carry the maintenance work; 遵循精益项目进行维护工作;
2. Execute all the improvement/upgrade projects for site from end to end; 自始至终执行工厂所有的改进/升级项目；
3. Monitoring and analyzing instrument equipment status and conducting malfunction analysis, in order to keep the plant running with high reliability and good availability under good safety status. Sharing the lessons/experience with plant team/maintenance team; 监测和分析仪器设备状态并进行故障分析，确保工厂运行可靠和良好。与工厂/维修团队分享经验；
4. Maintain the positive communication with other departments, including update the plant status/scheduled for maintenance.与其他部门保持积极沟通，包括定期更新维修的状态/计划。
费用控制Cost Control- 20%
1. Develop the spare parts plan and manage the inventory of the spare parts. 制定备件计划和备件库存管理。
2. Be responsible for the inventory cycle count for the spare parts, and maintain spare parts storage at safe but economical levels. 负责库存备件周期管理,维护备件库存在安全且经济的水平。
维修管理Maintenance management-30%
1. Updating maintenance documentation and technical documentation, e.g. maintenance record, calibration report, PM schedule and monthly report. 更新维护文档和技术文档，如维修记录、校准报告，月度计划和报告。
2. Writing & editing& updating work instruction and standard maintenance procedures; 起草与维护更新工作指令和标准维护程序；
3. Establish PM and ensure the PM complete in time.维修计划的制定和执行.
4. Maintain the CMMS to work properly to ensure PM completion rate. Establish and utilize the matrix of FEMA to realize the improvement of PM.
PM及时完成，并保持CMMS的及时更新。建立并使用FEMA来完善PM。
5. Be responsible for maintenance tasks of plant and troubleshooting on site, finding the RCA and make the action plan to avoid it occurred again.负责工厂的维修任务执行和现场故障诊断,找到问题的根源,防止问题再次发生
6. Be responsible for the implement and completion of AFE project，the main work is to select the suited type for new instrumental .
负责AFE项目的执行和关闭，主要涉及对新仪表进行正确选型及安装。
COMPETENCY REQUIREMENTS 任职要求
1. Junior degree or above with major in Electrical, Automation or Instrument Control System Engineering. 专科及以上学历,主修电气、自动化或仪表控制系统工程。
2. Over 5 years maintenance working experience in chemical industry plant，at the same time require 5+ years instruments maintenance experience. 5年以上化工工厂维修工作经验,同时要求5年以上仪表维修经验。
3. Experienced in the construction of instrumental project in chemical plant .Good knowledge of instrument and design standards in Chemical plant, and evolving best practices。具有化工厂仪表项目建设经验，熟悉仪表设计标准。
4. Chemical instrument automation operation license is needed and explosion electrical operation license is preferred. 需有化工仪表自动化操作证，持有防爆电气操作证优先。
5. Basic knowledge of relevant legislation, official specifications, regulations and documentation management.拥有最基本法律法规知识,和文档管理。
6. Familiar with the establishment of FEMA and knowledgeable with the type selection of instrument are preferred.熟悉FEMA建立和仪表选型是首选。
7. Have strong learning and independent working ability, able to perform under pressure, good team work spirit.有很强学习能力和独立工作能力，能够在压力下执行,良好的团队合作精神。
8. Good English skill is preferred.英语良好者优先。
