Part I Job description: To work under the leadership of the Designated Person Ashore (DPA) and accountable to the Designated Person Ashore (DPA). ·Direct and organize management works of the department; lead over the familiarization and training activity with regard to SMS documents including rules, regulations and instructions; .Guide staff to develop the plan of ship-shore joint emergency drills, and organize the drills execution and perform the final evaluation; .PSC/FSC inspection report collection and analysis; ·Gather statistics of all the maritime accident/incident of the company and submit the relevant report to the superior; .Inspect and instruct ship nautical technology and nautical safety; .Assist Designated Personnel in implementing “Safety Management System”; .When urgent situation or maritime affairs need to be dealt with on board during navigation, act according to SMS emergency plan; provide shore-based support to the ship; .Participate in risk assessment exercise and workshop; .Gather the important and latest information as well as the information about latest developments regarding domestic and foreign maritime affairs and the industry; continuously improve the skills in relation to the directing ship operations in terms of scientific nature, clear aim and effectiveness; ·Organize and direct the work with regard to ship management and maritime accident/incident. ·Supervise and manage SMS of vessels and company,develop annual SMS plan and performance. .Collect and transmit relevant SMS information; .Responsible for registration and management of SMS documents within the office and other relevant documents; .Develop SMS internal audit implementation plan for ships; assist the internal audit team leader in the relevant work; .SMS external audit application; external audit preparation work; assist with external audit work; .Keep track of the report, analysis and correction work concerning non-conformity, accidents and hazardous occurrences; collect the relevant information; .Make proposal for training programs relating to SMS operation; .Inspect and instruct ship nautical technology and nautical safety; .Responsible for subscription, distribution and management of navigation publications. .Review the navigation plans developed by the ship; . Review ship’s annual drill and training plans; .Monitor ship-shore communication management; .Provide meteorological analysis and guidance before the ship kicks off for the heavy cargo towing operation; .·Make suggestions to the Captain regarding the ship operation,·Track and direct the ship during navigation; .When urgent situation or maritime affairs need to be dealt with on board during navigation, act according to emergency plan; provide shore-based support to the ship; .Participate in the discussion and assessment of major towing project and heavy cargo transport project, give commands on the worksite if necessary and conduct actual operation; Part II Job Qualification: . At least 1 year Capt experience on offshore vessels; At least 1 year experience onboard under the management of foreign ship management companies; . At least 1 year working experience on ship management as marine capt; . Good English communication skill; . To be famillar with SMS and QHSE;
