SUMMARY The Trade Compliance Manager is a senior role in the Trade Compliance organization. This individual is responsible for the development and implementation of procedures and metrics to ensure import and export compliance with Laws & Regulations and Xylem Trade Policies at business locations. This person supports the Director Trade Compliance in deploying regional initiatives, continuous improvement activities, management of audits and development of regional training materials.
Trade Compliance OFFICIAL Responsibilites
- Ensure business process compliance with government export & import regulations and Xylem Trade policies. - Interface with Customs and Export Control Authorities (request for information, license applications, request for binding rulings, etc.) - Develop and maintain site specific standard operating procedures in conjunction with site management. - Operationalize trade compliance requirements in to standard business procedures - Develop and implement local and regional continuous improvement projects in conjunction with the Director Trade Compliance - Develop and implement site and regional training plans specific to trade compliance, train employees as applicable. - Oversee FTZ management (and similar customs procedures, e.g. Inward/Outward Processing Relief in the EU, bonded procession) and resolve issues with Customs in regard to the use of such customs procedures - Review and confirm item classification in new product development process (XPD toll gate reviews) - Analyze “Substantial Transformation” evaluation to determine correct Country of Origin - Review and resolve potential restricted party screening matches in centralized environment (future master data) - Perform End-Use/End-User reviews as applicable. Manage Special Trade Controls Compliance Questionnaire (STQ) review - Manage Customs Brokers. Establish and oversee Standard Operating Procedures, Due Diligence Review, and Contracts with Customs Brokers. Manage relationship to ensure performance meets requirements and contractual obligations. Conduct business reviews with Customs Brokers at least on an annual basis. - Develop classification processes in conjunction with business locations, drive process efficiency with the locations and within the region. - Conduct and report on Trade Compliance Internal Review, including post audit and review of import and export documentation to ensure compliance with Xylem policy and government import and export regulations. - Assist Director / Manager Trade Compliance in developing and executing the regional audit program. Drive audit process improvements in conjunction with the Director Trade Compliance. - Maintain location trade compliance metrics and report to Manager Trade Compliance - Active participation in monthly trade compliance team meetings - Assist in the strategy development for regional and global trade compliance objectives - Initiate, and lead as applicable, site specific and sub-regional trade improvement projects - Special projects as assigned by the Director Trade Compliance - Work with locally assigned resource on bonded process compliance
- Bachelor Degree (International Trade, Customs, Supply Chain Management, Logistics or Business Administration) or 2-year college degree preferred with specialized knowledge in traffic with equal experience to commensurate. - Minimum of 5 years of experience in Trade Compliance, Domestic and International traffic/transportation with emphasis on International. - Experience in freight forwarding helpful but not necessary. Specialized Knowledge Required – Including any required certificates, licenses, and registrations
- Proficient in China Customs processes - Proficient in WCO Harmonized Tariff Classification - Proficient understanding and implementation of country specific Import and Export Regulations - Incoterms - Strong verbal and written communication skills. - Strong organizational, prioritizing and planning skills. - Moderate computer skills, preferably knowledgeable in standard Microsoft programs. - Collaborative work style and customer service oriented. - Self-motivated and disciplined with multi-tasking skills.
