The Role:
The role of Sr. EHS Engineer is mainly in charge of Fengxian site safety management and compliance including chemical operation safety, contractor safety, DG license renew.
What you will do: 61 Safety Compliance: 61 Ensure site facilities and activities/operations full compliance with safety law & regulation requirements 61 Be familiar with relevant DG chemical & precursor chemical regulation and ensure full compliance with the regulation. 61 Be responsible to apply, obtain and maintain relevant EHS license, permit and certificate including DG production license, emission license, safety production standardization certificate, project related license/permit & acceptance. 61 Coordinate with local authority for site EHS inspection and actions tracking and submit corrective report 61 Coordinate regular safety related monitoring/test based on regulation required 61 Manage and report safety expense and cost to meet regulation requirement 61 Work with site leadership to help them identify compliance gaps and provide solutions 61 EHS operation: 61 Conduct EHS risk identification and analysis including JSA, risk assessment for contractor activities, PTW review 61 Establish and effective and sustainable EHS training program that allows for the proactive tracking and reporting of training compliance for FX site employees and contractors, visitors 61 Daily inspection for site and activities, ensure no potential EHS issues. 61 Responsible for emergency response management including develop and renew emergency response procedures , setting up ERT and deliver training and conduct emergency drills. 61 Responsible for relevant EHS internal and external reports. 61 Ensure all accidents, incidents and learning events ae entered in Enablon system ensuring timely investigation and closure. 61 As EHS expert, provide supports & advice for site activity or project implementations and lead MOC process and risk assessment for projects. 61 Effectively manage all subcontract service contracts related to EHS facility and consultant 61 Develop and execute plans for continuous and sustainable improvement in EHS performance focusing on best practices, corporate policies and the business performance. 61 Develop and communicate key performance indicators for EHS related performance (leading and lagging) 61 Review/monitor EHS performance, identify trends, and formulate improvement plans. 61 EHS management system: 61 Plan, develop and manage qualified safety management system 61 Ensures accurate record keeping of files required for management system 61 Ensure all audit findings/actions are properly tracked and closed on time. 61 Work with EHS specialist for coordinating internal and external audit of ISO 14001 & 45001 61 EHS facility maintenance: 61 Plan, coordinate subcontractor for safety & environment facility and give advice to facility team on EHS related facility maintenance. 61 Be familiar with FM requirements, implement necessary corrective & preventive actions to ensure compliance to FM requirements for building and facility. 61 Conduct contractor training, site supervision for contractor working. 61 Lead MOC process for facility changes. 61 Others: 61 Improve safety culture working with the site leadership team 61 Lead safety month activities 61 Be coordinator for crisis management 61 Other activities on EHS improvements What you need to have: 61 National certified safety engineer 61 Must a degree in chemistry, chemical engineering or safety with bachelor or above degree from a university 61 Very good experience on E&S management and control, minimum of 8 years experience on similar position and 3 years of DG production site 61 Must be able to speak and write good professional English. 61 Good communication / influencing skills (Train, run, motivate working sessions with both internal & overseas teams) 61 Strong analytical and simulation skills 61 Good change leadership and focus on result driven 61 Ability to work on own initiative 61 Good time management and project management 61 Good knowledge on EHS systems (ISO14001 and ISO45001, SMETA) 61 5S knowledge 61 Good at word , excel and PPT
