Job description - summary The group “Regional Procurement Technical Services” serves the procurement needs of the Covestro sites in the region. It is embedded in the Site Procurement Hub Asia and belongs to Covestro Group Procurement, Category Technical Goods, Services and Sites. The Regional Sourcer - Technical Services (m / f / d) reports to the Head of Procurement Technical Services and collaborates with all colleagues in the Site Procurement Hub Asia.
Within “Regional Procurement Technical Services”, The Regional Sourcer Technical Services (m / f / d) is responsible for all activities in his/her assigned scope of indirects procurement. The role will liaise with the local procurement teams and local stakeholders and realizes synergies across sites for optimization of spends.
The Regional Sourcer Technical Services (m / f / d) is responsible to support the stakeholders for the entire purchasing process (S2C) and to ensure compliance to the applicable regulations and procedures.
In particular, the position holder is responsible for sourcing on Engineering service, construction management services wrt Small/Medium Investment Budget (single project<5m) in Caojing and overall program procurement coordination in APAC region. The position holder manages a spent of 10-12 m per year including 10~15 projects.
The position holder provides expert knowledge in his area of responsibility in terms of supplier landscape, market conditions, industry specifics, contracts to the local procurement teams and stakeholders. Based on agreed work share the position holder involves the Global or Local Sourcers, Tactical Buying, Content Management, PO Execution. The position holder collaborates with the Local Procurement teams or other stakeholders (legal, insurance, credit management, accounting ...) as needed. The position holder contributes to achieving the objectives on all KPI’s as well as to the overall results of COVESTRO.
Geographical Scope: The position is based at Caojing site (China) and supports all Covestro sites in the region.
Major Tasks & responsibilities: Cooperate closely with other relevant functions such as Local Procurement, Tactical Buying, Content Management, PO Execution or other stakeholders (legal, insurance, credit management, accounting ...) Provide functional expertise to local procurement teams and stakeholders for their respective requests Gather and analyze early information about local demands to create a regional forecast and to develop the required suppliers, contracts, framework agreements, etc Source technical services as agreed in the global / regional / local work share, develop regional sourcing strategies as required Prepare and treat invitation to tender, sourcing event, negotiation, purchase order or contracts, as well as claims and complaints Manage the relationship to its assigned suppliers Identify and develop new potential as well as known (local / regional / global) suppliers and contractors. Generate, track and document value contributions (e.g. savings, cash flow) Other tasks include:
Ensure all procurement needs of the sites in the region are met Collaborate with local teams on the development and implementation of master services and supply agreements and increase procurement spends under contract, push for automation Contribute to procurement targets and implement regional and local strategies in line with the global strategy Generate saving ideas by focusing on bundling & leveraging synergies from the hub Perform supplier management incl. onsite audits, performance reviews, sustainability, development Negotiate contracts, claims and disputes, resolve potential claims or disputes with supplier and ensure prompt resolution of issues (delivery, rejections, quality, etc.) Ensure all procurement activities to be in accordance with the Covestro Procurement Guidelines and Purchasing Directives as well as all relevant Covestro Policies, with highest ethical standards Contribute to the continuous improvement of Site Procurement in the region Cooperate and align with local teams on sourcing strategies and required support and involvement in complex/strategic local CI Project may be required to travel to other sites or suppliers as needed Perform other duties as required to support objectives of local, regional, and global Procurement. University degree with Commercial or Business relevance, Bachelor of engineering or Bachelor of business administration Languages: Fluent in local language as well as English, any other language is an advantage >5 years in procurement/contract management and >3 years in construction execution/supervision is required Experience and proficiency in strategic sourcing, contract negotiations and management, supplier relationship management, dispute resolution, quality management systems, regulatory requirements and procurement processes, principles and practices, commercial law, modern procurement processes and practices, ethics in supplier-buyer relationships, negotiation practice Excellent team player, expert in stakeholder management High degree of understanding of the compliance and ethics associated with the Procurement function, and the ability to influence personnel at all levels (both internally and externally) to achieve compliance Excellent, team-oriented communication, presentation, negotiation, conflict resolution, and influencing skills, including the ability to work in a global business environment Analytic decision making, problem solving, interpersonal and creative thinking skills. Knowledge and experience of/with all relevant IT tools (Ariba, SAP, P4U, AI tool, MS Office...)
