1. Preventive Maintenance program 2.1 To plan and implement preventive maintenance schedules for all equipment and infrastructures. 2.2 To supervise and ensure that the preventive maintenance program for all equipment is implement asper schedule. 2.3 Implement a comprehensive preventive maintenance program for Guest room maintenance & maintain records. 2.4 Implement a comprehensive preventive maintenance program for Public area maintenance & maintain records. 2.5 Implement preventive maintenance program for Heart of house facilities, offices, lockers and maintain records. 2.6 To be accountable in ensuring all PM were done in a correct order and all maintenance are done in timely manner. 2.7 PM checklist will include all HACCP maintenance requirement for all kitchens. 3. Outsourced Maintenance Service and Preventive Maintenance contracts 3.1 Manages and reviews Service and PM contracts. 3.2 Checks completed work by vendors and contractors. 3.3 Recommends cost effective maintenance of mechanical, electrical, and facility scope modification. 3.4 Format of PM should include: - 3.4.1 Equipment Inventory or list 3.4.2 Scope of maintenance as recommended by manufacturer 3.4.3 Frequency of maintenance as recommended by manufacturer 3.4.4 Performance test before and after PM 3.4.5 Any abnormality in equipment performance vs normal life span 3.4.6 Labour and parts cost. 3.4.7 Improvement recommendation. 4. Fire Life Safety 4.1 Develop and implement fire prevention plan 4.2 Identify any hazards and develop action plan 4.3 Carry out Inspection, Testing and Maintenance where applicable 4.4 Develop and implement “Emergency preparedness” procedure if fire happen 5. Energy and utility management 5.1 Develop and implement energy management strategy which is measurable. 5.2 Create awareness and conduct training. 5.3 Set goal and target after discussion with all stake holders. 5.4 Review results and give recommendation how to achieve the target. 5.5 Utilities covers Electricity, water and Kitchen fuel. 5.6 Establish Kwh/Cover for FB and Kitchen. 5.7 Established Kwh/Roomnite for rooms. 5.8 Established Kwh/Business unit for Back of house utilities. 5.9 Same applies to water which will be m3/cover, m3/roomnite and m3/BU. 6. Human resources 6.1 Identify needs and prepares manpower budgets with justification. 6.2 Conduct performance appraisal for staff base on KPI. 6.3 Keeps staff informed of expectations and goals of FM. 7. Guest relation 7.1 Always strive to meet or exceed customers both external and Internal satisfactions. 7.2 Review and action all customers feedback and complaints report for working order of facilities equipment including interior decoration, furniture and fixtures, air and water qualities. 7.3 Monitor and set target to reduce top 3 customers complaints with time line.
8. Property management 8.1 Delegates work for proper implementation and control 8.2 Assesses manpower requirements 8.3 Carry out repair and maintenance work orders 8.4 Monitor KPI for FM and take corrective action 8.5 Ensure all corrective action are attended in timely manner within stipulated KPIs 8.6 Any repeating issue must be highlighted to Global Director of Facilities 9. Budget and Capital expenditure (CAPEX) 9.1 Prepares annual Capital Expenditures for FM related 9.2 Prepares annual Budget for Utilities, maintenance and labour 9.3 Prepare for any special repair or renovation projects 10. Training 10.1 Identify training needs for FM staff 10.2 Prepares monthly training plan for FM staff 10.3 Conduct training on FM service manual standard and parameter 10.4 Conduct training all FM SOP and PM procedure 10.5 Conduct training on Energy Management 10.6 Conduct training on Environmental best practices in compliance to ISO14001 10.7 Conduct training on work safety best practices in compliance to OSHA18001 10.8 Conduct training on new technology and technique 10.9 Ensure all training strategy goals and objective are aligned with FM requirement 10.10 Review and make assessment on the training results to FM staff 11. Inventory and spare parts control 11.1 Responsible for ordering all required spares with justified par level 11.2 Maintain and review the par level and adjust par level base on needs. 11.3 Ensure quality of parts received and maintain a systematic inventory list 12. Minor Improvement Program 12.1 Recommend maintenance, mechanical, electrical and facility design modification 12.2 Plan designs and implement minor project, to improve plant efficiency or reduce ineffective operating cost. 12.3 Prepares all required design and tender document for procurement department 12.4 Assist Procurement is getting quotation and tender process/interview 12.5 Supervise project implementations and coordinates /inform other departments with regards to any inconvenience, noise and duration. 13. Environmental management, making ISO 14001 as standard reference. 13.1 Prepares manual, system procedure, legal requirement pertaining ISO14001 13.2 Established all best practices required to be adhered by all respective department 13.3 Coordinate with HR for training required to all departments 13.4 Identify and trained and certified all internal auditors 13.5 Carry out internal audit and review performance of compliances, corrective action, improvement plan and set new objective and target. 13.6 Engage external certification body when ready for certification 14. Work safety, making OSHA 18001 as standard reference. 14.1 Established all work hazards identified throughout all departments 14.2 Develop best practices to prevent work accidents 14.3 Set goal and target to reduce number of accidents 14.4 Review and work on improvement plan 15. Legal Requirement – Licenses and Certificates 15.1 Prepares list of local and International legal requirement that is under FM responsibility 15.2 Prepares list of licenses and certificates renewal date and expiry date and renew accordingly 15.3 Update management and HQ any new or change of legal or requirement by local authority 16. Task Force Duty To participate proactively any required task force duty for new preopening and maintenance supervision to other sister property as required. Professional Qualification: 61 Diploma / BEng. In Mechanical or Electrical Engineering from a recognized Institution. Minimum Experience: 61 10 years above post graduate experience in a similar capacity and environment. 61 Must be a Chinese National holding the local Chinese ID card 61 Valid Driving License is an advantage 61 Excellent written and oral skills in English. 61 Should be able to put all types of reports. 61 Must be well verse with all local statutory requirements and Code of Practices regulations; 61 Sound theoretical and practical knowledge of facilities management hard services. Job Specific Skills: 61 Provides in-depth expertise in the given engineering discipline, providing real time solutions and fixes in technical area of Facilities Management and Maintenance. 61 Ability to generate day to day work reports. 61 Ability to work under high pressure and tight work schedules. 61 Proficient in the use of AutoCAD and MS Office software. 61 Project Management experience is a plus. 61 Good command of spoken and written English. 61 Good knowledge of all related tools, equipments and materials. 61 Good Leadership and Mentoring qualities.
