1. Ensure HSEQ strategies and policies are implemented within all AL facilities. Support HSEQ Manager to execute HSEQ strategy. Monitor the implement HSEQ goals, objectives, policies, and operating procedures. Ensure Safety Performance is measure and evaluated. Ensure HSEQ function provided and enable the Facility/Department to comply with all government regulation and group standard. Work closely with operation to ensure effective application of key safety priorities on site and during critical project Support facilities to develop & review Emergency Preparedness Plan (EPP) and Emergency response team (ERT), and support facility to conduct emergency drill 2. Develop & Improve HSEQ Program in the entity On a yearly basis, develop specific HSEQ standard/procedure refer to Group Standard, Government Regulation and best practice. Develop preventive programs to identify and reduce risks from potential hazards in the workplace. 3. HSEQ Risk Analysis Ensure processes are deployed for Job Hazard Analysis of work instructions and ensure the Facility/ Departments implemented the action plan to manage the risks Identify related risks of project that can obstruct of business goals and ensure site management team implemented the action plan to manage the risks Lead the team (HSEQ Officer and the Facility/ Departments) following PSSE, Accidents and Commuting Accidents to develop Clause Tree Analysis (CTA) and help them develop and implement appropriate action plans Follow-up progress of risk anaylisis action plans (CTA, JHA) Support Marketing Department to do the site survey and do the HSEQ analysis for new project/customer As a JHA Facilitator : leading health and safety risk assessments through the job hazard analysis methodology, ensuring that the proposed hazard control measures will properly address occupational safety and health risks, and supporting the Facilities in the implementation of the proposed hazard control measures. 4. Improve HSEQ Awareness of all AL Employees & Contractors Make planning/program to improve Safety Awareness of all AL employees and contractors. Make sure all safety program is follow up and monitored (Safety Flash/Safety Monthly Meeting, BSV, near miss) Conduct Safety Induction to all contractors, new employees, etc Conduct Safe Work Permit Audit Conduct HSE inspection 5. Trainer Carry out training accordance with HSEQ operating standards, including mandatory training related to local regulations 6. HSE Specialist a. Health and Safety Specialist responsibilities, within his/her perimeter, include: Facilitates awareness of occupational health and safety regulations Coordinate, conduct, and maintain occupational health and safety studies Ensures that the proposed risk reduction measures will address potential health impacts Supports the Facilities and Activities in the implementation of the validated risk reduction measures Perform reviews in the field to confirm the implementation of the validated risk reduction measures b. Environmental Specialist responsibilities, within his/her perimeter, include: Facilitates the integration of environmental regulations Coordinate, conduct, and maintain environmental studies Ensure that the proposed risk reduction measures will address actual or potential environmental impacts Supports the Facilities and Activities in the implementation of the validated risk reduction measures Perform reviews in the field to confirm the implementation of the validated risk reduction measures Required Qualifications And Competencies Bachelor degree More than 5 years experience in HSE / Risk Mgt / IMS / Quality / Security / Continuous Improvement Can work under pressure
