Main Responsibilities 61 Performs the work of a Senior Cost Engineer or Planner/Scheduler on a project while also taking responsibility for the overall execution of project controls work by the Covestro team and external contractors. 61 Establishes the Project Controls Plan and associated cost, schedule, progress, change, risk detailed procedures and workflows for the project in alignment with Covestro standards. Reviews, approves, and audits contractor project controls procedures and tools. 61 Develops project controls ITB and contract annexes to ensures that both Covestro and contractor. software tools, systems and templates are implemented in accordance with project requirements and Covestro standards. 61 Develops and implements the work breakdown structure (WBS), cost structures (SAP WBS, control accounts, cost coding), schedule structures (P6 WBS, schedule definition levels, activity coding) and progress structures (rules of credit, progress level of detail) for both Covestro and contractors to enable meaningful reporting and accurate forecasting. 61 Coordinates the cost estimating process in different phases based on different accuracy objective to ensures that the estimate can be aligned with the project execution model. Prepares the Appropriate Request. 61 Establishes the control account budgets and schedule baseline and facilitates internal and stakeholder estimate and schedule assurance and risk reviews, gate processes, audits, and approvals. 61 Provides monthly reports and presentations that reflect an accurate and timely assessment of current and forecast project status. Identify early warning of cost, schedule and progress variances against the baseline and provides mitigation options, analysis and recommendations. Ensures that trends, potential changes, and contractor schedule and progress performance issues are identified and reflected in the project forecast. 61 Prepares lessons learned, cost and schedule benchmark data collection, and inputs to the Project Close-out Report. Supervises the asset capitalization process and ensures that contracts and financial systems are properly closed. Work Relations 61 Within the project team works directly with: Steering Committee Members, Project Director, Project Manager, Engineering Manager, Procurement Manager, Construction Manager, Discipline Leads, Project Team Members 61 Outside the project team has interfaces with: Group Heads, Team Leads, local Accounting, Controlling, HR organizations and external Contractors Qualifications 61 Bachelor's degree or above in engineering, business administration or other project management-related fields, engineering major is preferred 61 Minimum of eight or more (8+) years of experience in project controlling area either in cost control or scheduling or both 61 Project controlling background with field experiences in chemical or industrial plants from project conception through closeout 61 Sufficient knowledge of engineering, procurement, and construction, and understanding of how these functions work together to accomplish successful capital investments 61 Strong spirit of teamwork and accountable 61 Open and active in learning new knowledge 61 Analytical and logical thinking 61 Good and effective communication both in English and Chinese 61 Proficiency with the methodology and tools of cost control or schedule control in the engineering industry, eg. P6, SAP, PRISM 61 Willingness for onshore assignment or offshore assignment
