JOB RESPONSIBILITIES: PROJECTS 1. Responsible for delivering full project lifecycle of assigned projects within the required time, cost, quality, safety standards and value delivery 2. Carryout the necessary project governance to ensure successful delivery of the projects. Prepares detailed cost estimates, forecasts, schedules and execution plans to deliver assigned project(s) 3. Reviews the requested scope and challenges it to ensure the best possible outcome results once the project is completed. 4. When scope is agreed with the relevant stakeholders, oversees the design & implementation by the assigned project team. 5. Lead team members to modify/ update existing designs as per project needs. 6. Follows SYN engineering standards related to projects and engineering processes. Plans and delivers the projects in line with the SYN Project Framework 7. Manage project risks and timely implement appropriate mitigation plan . 8. Delver projects with full compliance to local legislation requirements and SYN SHE management system 9. Utilises external resources where justified to ensure projects are executed efficiently within time and budget. Validates the uses of external resource requirement with PMO. Generates technical scope document and deliverables to support tendering process. 10. Ensure that information recorded in both electronic and hard copy meets with internal and external audit standards. Confirm successful completion of project implementations and provides verification of sustainment processes and work practices by location to maintain the value created from the projects. MANAGEMENT 11. Use personal initiative and business directives to identify opportunities for cost reduction, schedule saving, implement engineering standardisation and Best Practices 12. Reports on project performance and progress to the Head of PMO and Local Executive and Steering Committee(s) 13. Develop knowledge of emerging developments and improvements within the industry and incorporate into the design requirements to ensure process designs maintain the capability to deliver the products or service to meet the market requirements and internal or external risk and cost tolerances. Expected Deliverable: 14. Deliver project SHE KPI’s, with zero legal non-compliance 15. Deliver project scope on time, In Full (OTIF) and within approved budget, right *** time. Other Responsibilities: 16. Share project lessons learned and best practices in SYN project community / PM network. Contribute in development and updating of common engineering tools for cost effective project execution e.g. estimating, project documentation, resource planning, value based engineering. 17. Where a site(s) is assigned, Manage the capital investment portfolio of organisational projects focused on SHE, Sustenance and Strategic projects. 18. Support PE system audit lifecycle and site team members in action closure for assigned sites
REQUIREMENTS: Desirable Skill / Knowledge: 1. Has practitioner level competency in project risk management, cost management, procurement and contract management, project resourcing. Well versed with project scheduling and cost estimation techniques. Able to independently interpret user requirement scope and lead team members to define economical engineering solution. Well versed in project lifecycle and deliverables. 2. Practitioner level competence in project construction activities and their sequencing, construction safety, job method assessment. 3. Able to lead others and harness a collaborative working relation with stakeholders. 4. Able to communicate effectively with people across levels, functions. 5. Able to supervise and lead project team and provide constructive feedback. 6. Proficient in MS Word, Excel, MS Project and power point presentation. Read and understand engineering drawings in AutoCAD. 7. Strong team player and a self-starter who follows through on his/her commitments. Education: 8. Holds a Degree/Masters in Engineering (Chemical, Mechanical, Electrical) or equivalent. 9. Project Management Professional (PMP), APM or equivalent certification in project management. 10. Professional Working Proficiency level in English language Experience: 11. Has at least 10 years of working experience as discipline engineer in engineering design, out of which at least 3 years as Project Lead on Capital investment projects. Has successfully led delivery of projects value over RMB 10 mil in polymer/chemical / petrochemical industry / lab projects. 12. Experience in working with multiple key stakeholders in multinational work environment is a plus.
