About the job The Trade Agreement and Classifications Specialist will execute the strategy and implementation of a sophisticated trade, classification, and preferential origin qualification program. This position is based at the Regional Logistics Hub and reports directly to the Global Logistics Improvement Leader, with secondary functional alignment to the Regional Trade Compliance Manager. The role is responsible for the trade-related requirements and regional execution of global harmonized schedule classification, free trade agreement qualification and tracking, and executing the procedures provided by the Nouryon Trade Compliance team. They will also be responsible for the cross-functional coordination involved in the import/export process to ensure compliance with regulations and internal policies, including, but not limited to, programs related to import/export declarations, documentation, Free Trade Agreement assessment and certification.
In your future role as “ Free Trade Agreement Classification Specialist APAC” you will
· Manage proper use and maintenance of product classification (HTS/HS/NCM/EU Commodity) databases as directed by Nouryon Trade Compliance. Properly assign WCO Harmonized System classifications as assigned to Nouryon products. · Conduct system checks for import and export controls and ensure that declarations are correct. · Work with business to maintain and create accurate preferential and non-preferential certificates of origin. · Support the delivery and execution of a standardized, compliant global free trade agreement and program to support global business in coordination with the Trade Compliance Team · Maintain key performance indicators relating to free trade agreement and government procurement programs as well as all other regional trade compliance productivity initiatives. · Participate in communication with government authorities as it pertains to free trade agreement and classification audits/reviews. · Ensures continual compliance with government rules and regulations, changes in policy, and other government matters through daily monitoring and direction from Nouryon Trade Compliance. · Support, develop, and maintain a dashboard to measure and track free trade agreement use, savings, and procurement sourcing locations. · Deliver and/or participate in training provided by Compliance on trade compliance. · Support Trade Compliance related recordkeeping program and reconciliation process for Free Trade Agreement use. · Maintain In-depth knowledge in the areas of Free Trade Agreement application and compliance; FTA elements; Technology and Systems. · Assigning materials to specific tariff classification based on assessment under established harmonization rules and regulatory codes, making final rulings to resolve internal disagreements on classifications. · Determining the qualification status of trade sales and the ability claim benefits under FTA’s. · Engaging regulatory authorities to successfully apply FTA benefits retroactively for prior years when the FTA’s were not correctly utilized. · Enforcing internal policies and rules for the proper certifications and documentation of activity under FTA’s.

· Minimum of 3 years import/export experience with emphasis on customs regulations, classification, and free trade agreements. · SME level knowledge of the Harmonized Tariff System with major emphasis of Chapters 28 to 38 for chemicals and chemical products. · SME level knowledge of and practical experience with Free Trade Agreements. · Experience with certificates of origin for both non-preferential treatment and preferential treatment under one or more Free Trade Agreements. · Experience managing the license or certificate lifecycle, ensuring communication of scope and status to all concerned parties. · Demonstrated ability to identify compliance-related risk and make recommendations for mitigating risk. · Experience working with trade compliance tools and processes, analyzing bills of material and costs. · An ability to apply critical and creative thinking to complex problems, delivering solutions for businesses and the company. · Demonstrated ability to manage and adjust priorities in a dynamic business environment. · Demonstrated ability to develop and maintain interpersonal working relationships across functional and business organizational lines. · An ability to effectively engage relevant trade authorities as required, delivering beneficial results for the company. · An ability to influence through interpersonal working relationships, established trust and demonstrated expertise/knowledge. · Excellent written and verbal communication skills; fluency in English is required. · Ability to travel regionally and globally as required, with reasonable planning and notice.
