Job Responsibility: 1. Ability to interpret and apply existing and proposed trade regulations for China as well as additional APAC countries as needed. Applying this knowledge to assess, elucidate and influence the impact of changes in regulations and business requirements, and to ensure the organization operates within the requirements of local legislation. 2. Protects the integrity of Quaker Houghton trade compliance initiatives; supports the global organization with regard to trade compliance activities and/or questions, leading APAC trade risk assessments, internal audits and investigations, response to external audits 3. Aligns APAC operations with compliance program implementations, and enforcement of customs processes and policies, facilitating alignment between business operations and applicable legal requirements 4. Aggregates and synthesizes data from multiple sources to drive improved decision support and provide clarity relative to global trade compliance (e.g. information representing company, customs and broker activity) 5. Leads APAC trade projects as well as global projects as needed; identifies critical areas of risk and gaps and defines appropriate solutions. 6. Analyzes trade activities with the expectation of identifying opportunities for improvement with an ongoing focus of continuous improvement. Able to lead and collaborate with cross-functional teams to efficiently design, develop and implement collaborative solutions, more deeply embedding compliance into global operations. 7. Responsible for trade controls such as material and partner restrictions (sanctions).
Requirements: 1. Higher degree or Bachelor level in field of Supply Chain, Material Management, Economics or related field 2. License of Customs Declarant and/or MCTA (Manager Customs and Trade Affairs), or equivalent 3. 5+ years in customs/excise environment like customs broker, export department, etc. 4. Employee needs to have knowledge of international goods flows for or products and appropriate legislation like AP customs, chemical control and excise legislation, sanction legislations at the country, region and global level, and knowledge of trade documentation and dangerous goods. 5. Employee needs knowledge of international trade nomenclatures (WTO, WCO, EU Taric, harmonized tariff; export as well as import). 6. 3+ years’ experience with chemistry/chemical logistics and regulation 7. Business level fluency in English
