Experience Total career: 9-15 years of net procurement experience. At least 8-10 years of hands-on procurement experience. 1-5 years of managerial experience. Knowledge of declaration, import and export transportation. Familiar with oil & gas industry, exploration, and production Understanding of oil E&P, drilling and completion, production, etc.
Responsibilities include:
1. Be responsible for the procurement and supply chain management of the oil production phase.
2. Comprehensively manage contracts, procurement, and logistics during the oil production phase.
3. Ensure compliance with internal and external regulations, and handle any compliance issues effectively.
4. Manage delivery schedules, budget control, and risk management.
5. Oversee the fair and transparent bidding process in accordance with the company's contract regulations.
6. Improve and manage procurement procedures and systems, adapting them to the needs of China operations.
7. Conduct thorough reviews of non-standardized procedures and standards, establishing appropriate procedures for the local context.
8. Utilize SAP MM module for PO creation, contract creation, and verification of pricing, quantities, descriptions, and delivery dates.
9. Identify and implement cost-saving opportunities during operations through competitive bidding, new sourcing strategies, and effective contract management.
10. Understand accounting principles to manage and control costs effectively.
11. Develop and implement the most efficient and clear procurement strategies for various and complex contract bidding situations.
12. Have experience in managing and executing material contracts, diverse service contracts, and complex contracts.
13. Understand and manage the end-to-end process, including contract execution, delivery, cost processing, and cost settlement.
14. Possess clear concepts in inventory management, including goods receipt and issuance.
