职位描述
* Safety
61 Abide National, Group and Site’s rules and regulations strictly.
61 Be involved into systems establishing and implementation such as ISO etc.
61 Be responsible for the safety of own position and supervise HSEQ performance of subordinates if any.
61 Ensure environment Sustainable Development by conducting wastes segregation and pollution reduction etc.
61 Any other tasks related HSEQ issues assigned by top management.
* General Affairs
61 Set up/Adapt Plant HR management Policies, Procedures in accordance with national & regional’s requirements as well as Arkema rules.
61 Review Plant policies, procedures on a regular basis.
61 Develop rules and regulations to support Plant development.
61 Set up the standard HR/Admin/communication workflow. Optimize the related workflow to make it more efficient and compliance.
61 Yearly cost budget preparation, monitoring & controlling.
61 Prepare and submit HR Reports of the Plant.
61 Responsible for Site’s IP.
61 Responsible for getting or updating Site’s property ownership certificate.
* Staffing
61 Define and implement recruiting strategy for all open positions.
61 Process all local recruitment requests in an efficient way.
61 Set up talent pool/channels to future development.
61 Maintain up-to-date Employees’ Information, including Records in HR Software and Archiving.
* Training and Development
61 Analyze training needs based on business and site training & development situation.
61 Build up site talent pool & successor pool and guide the talent & successor’s training & development plan according to the yearly talent & successor review.
61 Implement site training & development plan in line with national/regional/site’s requirements.
* Compensation and Benefits
61 Prepare personnel cost budget and monthly monitor the real expense.
61 Keep all C&B policies compliance with national, regional, and corporate requirements.
61 Take charge of job evaluation process, establish, and maintain Plant salary structure and gather all necessary data to benchmark salaries and benefits.
61 Compile all data needed for the annual salary review, and the annual performance appraisal analysis.
61 Provide information to Expatriate staffs regarding C&B (Tax; Social Benefits) if any.
* Performance Management
61 Guide the yearly performance review under the HQ’s instruction.
61 Performance analysis and improve suggestion to management team.
61 Appraisal documents archiving.
* Employee Relationship Management
61 Detect and handle complaints, disputes and grievances and keep HR superior and Plant management reported promptly.
61 Foster a conducive working environment through employee relations activities and communication.
61 Handle all local labor disputes cases and give professional proposals/solutions to HR superior and Plant management.
* Communication & Industrial Relationship
61 Deploy the internal and external activities/communication to meet with Group CSR requirements and enhance the relationship with the different shareholders.
61 Support site GM for local authorities’ relationship development and maintaining.
61 Coordinate with each department internally to assign communication with different local authorities.
61 Plant contact window with Bureau of industry and information technology and provide related documents required by the bureau.
61 Prepare related documents for award application to government and prepare related speech document for site GM.
61 Build up the different communication channel in site to enhance & develop site communication.
61 Liaison with all staff, Labor Union and *** Branch if needed.
61 Lead employees’ satisfaction survey regularly with support of GC HR.
61 Responsible for local government and neighbor company’s communication.
* Administration & Permitting
61 Overall manage the plant admin issues, including but not limited the service about canteen, cleaning, vehicle, shuttle bus, landscaping, dormitory, stationery etc., to improve the service level.
61 According to the site projects/MOCs needs, engage the permitting application.
* Others
61 Other tasks assigned by the superior.
