Be familiar with characteristics of direct materials and activities of a comprehensive manufacturing factory. / 熟悉材料、设备以及生产型企业的生产活动特性。 3. Other combinations of experience and education that meet the minimum requirements maybe substituted. / 其他符合最低要求的经验和教育的组合亦可。 * SKILLS / 技能 1. Knowledge of supply chain management. / 供应链管理知识。 2. RESPONSIBILITY AND AUTHORITY / 职责和权限: 1. 1. Responsible for supplier search and selection of direct materials, Equipment/Service. / 负责相关物料、设备/服务的供应商的寻找和选择。 2. Conduct/coordinate continuous research to ascertain market trends and availability of responsible commodities, searching for new materials, services, technologies and processes that may be more suitable and cost effective. / 对相应物料/设备持续进行市场研究，确保材料/设备可得；跟进新技术的发展，持续寻求更适合，成本更优的新物料或设备/服务。 3. Interpret and apply relevant policies, procedures, and regulations. / 理解并应用相应的政策，程序和法规。 4. Manage supplier base: potential suppliers sourcing, supplier development, supplier performance evaluation and supplier phase-out. / 如实管理供应商：寻求潜在供应商，供应商开发，供应商绩效评估。 5. Elaborate the commodity strategies and follow up the strategy implementation. / 建立材料策略并跟踪策略的执行。 6. Supply risk analysis. / 供应风险分析。 7. Evaluate and select suppliers based on factors and data，and all prices evolution and all prices of projects in different stages are presented. / 基于事实和数据评估，公正的选择供应商，并呈报所有的历史价格及项目不同阶段的所有价格。 8. Elaborate PO/contract. / 如实创建订单/合同。 9. Negotiate and manage all necessary agreements with related suppliers. / 和供应商谈判并管理所有相关合同。 10. Early involvement of new projects. / 新项目的先期进入。 11. Prepare and maintain accurate and complete price histories records and reports, prepare various statistical analysis as required. / 建立并如实地保存完整的价格历史，各项记录和报告，进行统计数据和分析。 12.
