Key responsibilities
61 External Engagement and Liaison – to influence and liaise with external business partners and Government departments on the business requirement and technical solutions for implementing multiple systems in the Logistics Park, and improve the efficiency of cargo / aviation logistics operations. This function includes the system interfaces with various business and technical parties
61 System Implementation Strategy and Contractual Liaison – to specify requirement for the implementation, support & maintenance of multiple systems in different phases and be the customer representative directing and managing the contractors to ensure service performance is met. The incumbent also needs to assist Legal and other departments to define and review the legal agreement between the organization and the various system partners
61 Systems Support Strategy – work with IT Teams to establish policy, procedures and support standard, prepare plan and direct the support team to improve and develop expertise for day-to-day trouble shooting, provide expert advice to users and first level support staff
61 Systems Enhancement Strategy – to define and establish the enhancement standard, tools, design guidelines and policy, to determine, plan and allocate resources based on the new system requirement with the users, including internal users, external business partners and Government departments. The incumbent shall be responsible for authorizing / governing the system design and interfaces, and for arbitrating any conflicts raised among different parties
61 Program Management – Oversee the projects risks and issues with timely escalation to senior management. Ensure quality control including project standards throughout the project lifecycle for all IT deliverables produced. Provide regular status updates to stakeholders and senior management
Requirements
61 Bachelor Degree in Information Technology, Computer Science or equivalent
61 Certificate in Project Management Professional (PMP) and Agile Methodology is preferred
61 At least 8 years of working experience in IT project management and application development, cargo industry / aviation logistics / pier operations is preferable
61 Substantial experience in project management, enterprise application implementation is a must
61 Management experience and in-depth knowledge in defining business process in alignment with IT systems
61 Able to drive changes to practices and processes to meet and resolve business challenges
61 Strong liaison and communication skill with problem solving technique
61 Proven experience and knowledge in agile development, project management, system development management, business process management, software quality management, testing and testing tools adoption
61 Good knowledge of cloud base products and solutions in Mainland China
61 Experience in implementing systems in compliance to Mainland China regulations and the corresponding application process
61 Working experience in the implementation of systems on premises and China Cloud, along with construction works is an advantage
61 Working experience in the warehouse management system, automation solutions, integration of systems across boundary is an advantage
61 Stationing in Mainland China. Travel between Mainland China and Hong Kong is required
61 Able to work under pressure
61 Good command of spoken and written English and Chinese. Excellent command of spoken Mandarin
