1. 领导和发展广州工厂的 HSE 管理，以实现 HSE 目标。
Lead and develops the HSE management in GZ plant to achieve HSE target.
2. 执行法律法规、相关标准，及集团公司的 HSE 程序，来确保业务运作和生产是符合法律法规、相关标准，及集团公司的各项 HSE 要求。
Obey laws and regulations and mother corporate policies, to ensure what we are doing in business and production is obeying the local laws, government regulations and our mother company policies in terms of Safety, Health and Environment. Also to identify the latest laws or regulations regarding to the HSE and to implement them in our HSE system periodically.
3. 与各部门一起合作，达成集团公司及工厂的 HSE 政策、HSE 目标和指标。
Meet HQ HSE policies, objectives and targets by cooperating with all departments.

Develop and maintain effective and integrated HSE Management Systems, make sure that the site daily activities are complied with HSE requirements. Monitor and report any deviations during the process of maintaining the effectiveness of HSE system. Be the cordinator of the system(HSE related part) and coordinate the improvement plan with related department, follow up and dconduct related actions.

Lead accidents / incident investigation, report timely, and analyse root cause and define corrective and proventive actions with relevant department, and ensure the actions to be followed. Lead data analysis on accident/incidents.

Chemical Management - Participate in the HSE assessment for the introduction of new materials. Lead and conduct management on the chemicals used in the site area.
8. 【应急准备和应急管理】 - 支持工厂的应急响应计划、设施和团队，以确保在发生任何紧急情况时***限度地保护人员、财产和环境。
Emergency Preparation and Response - Support the site’s Emergency Response plan, facilities and team to ensure maximum protection to people, property and the environment in the event of any emergency.
9. 【承包商管理】 - 发展和加强承包商和供应商的安全管理，为建设项目提供 HSE 支持。
Contractor Management - Develop and enhance safety management of contractors and suppliers, provide HSE support to construction projects.
10. 【HSE 评估和持续改进】 - 执行定期的工厂巡视，识别潜在的风险（安全、人体工程学、卫生、环境、消防和安保等）和不符合项，并确保采取预防措施。
HSE Analysis and Continuous Improvement - conduct routine plant patrol, identify potential risks (safety, ergonomic, hygiene, environment, fire and security) and non-conformities, and ensure the prevent actions are taken to minimize the risks in the plant.
11. 【合规证件管理】 - 确保工厂合规性证件的有效，并得到有效的管理。
Compliance Lisense and Certification - Ensure the validity of site compliance certificate permit.
12. 【沟通】 - 与 HSE&S 监管机构、政府部门及相关组织、corporate/plant 集团公司、兄弟工厂、临厂及其他相关方建立合作关系，保持良好的沟通，确保公司运作合规。定期参与集团公司组织的相关会议。
Communication - Establish and cooperate with relevant HSE&S regulatory organizations, government departments, corporate/plant headquarter, other sites in the group, neighbor, and other stakeholders. Keep good communication with them, to ensure compliance of our operations. Participate in the meeting arranged by the group.
13. 【环保管理】 - 协调各项活动，确保符合许可条件并满足要求，持续改进环境管理。监督现场环保管理操作，协调处理废水处理、废物处置、空气排放及噪音监测等环境问题，确保符合法规和内部要求。
Environment Management - Coordinate activities to ensure compliance with Permit conditions and requirements, conduct continue improvements on environment management. Monitor site waste management operations. Cooperate and manage the environmental issues in terms of waste water treatment, waste dispose, air emission and noise monitoring, etc.to ensure compliance with Regulations and internal requirements.
14. 【职业健康】 - 监督和评估职业卫生健康标准，识别健康和卫生风险并实施控制措施以保护员工健康。评估健康监测的需求并评估医疗保健计划，协助行政人事部门监控员工的健康状况。协助行政人事部门进行职业健康相关沟通。开展相关职业健康检测及填报等相关工作。
Monitor and evaluate occupational health standards and advise management. Identify the health & hygiene risks and implement control measures to protect employees health. Assess the needs for health surveillance and evaluate health care programs. Assist HR&Admin to monitor the employees’ health status. Assist HR&Admin for related communication on hygiene. Conduct occupational health monitoring and registration work.
15. 【消防】 - 领导工厂消防系统的管理。监督消防系统的有效性，并支持组织相关的演习，培训，练习。
Fire Fighting - Lead the site fire fighting system management. Supervise firefighting system in good condition, and support and organize related drill/training/exercise.
16. 【安保】监督工厂安保系统的情况以确保其满足 AEO 要求，保护公司财产和控制人员的出入。
Security - Supervise security of the plant to ensure meet AEO requirement to protect the property and control the people in/out.
17. 【工艺安全】参与 PHA、MOC、PSSR 中的 HSE 相关评估，提供 HSE 输入的管理，以确保操作的持续安全。
Process Safety - Participate in the HSE assessment in PHA, MOC, PSSR, provide HSE input to ensure the continued safety of operations.
18. 【运输安全】参与对运输供应商的审核，并协助供应链部门提出进行相关的运输供应商 HSE 管理。
Transportation Safety - Participate audit for transportation supplier and be audit by third part and follow up.
