Position Overview The position is responsible for category strategy implementation, supplier performance management, sourcing projects execution, stakeholder communication and engagement and market intelligence and risk management of the R&D Services category in China. He or she is responsible for procurement KPIs, processes, tools and activities across the country. The position will work closely with functional stakeholders in different Bus and other functions in MSD China in improving cost-efficiency while meeting business requirements. He or she is also a change agent, proactively influencing stakeholder buying behavior, simplifying buying specifications and managing the change to maximize values for the company. The position possesses good category and market knowledge of the R&D Service category providing an effective link between global CoEs, regional/country procurement teams and stakeholders in sourcing activities and also between key strategic suppliers and MSD stakeholders. He or she will lead local sourcing initiatives and represents the country appropriately in global projects, constructively helping the function in delivering positive profit and loss impact from local/regional/global sourcing solutions. In addition, he or she professionally represents the suppliers to MSD stakeholders, driving behavior and process changes within the company to leverage industry best practices, innovations and supplier capabilities towards being a world class health care company. Main Activities and Job Scope 1. Category Strategy Implementation – The candidate will be responsible for implementing category strategies and the portfolio of activities and responsible for delivering procurement KPIs, processes, tools and activities in the category in China. 2. Sourcing Management – Able to use and apply MSD Sourcing Management Process (SMP) to develop sourcing strategy, execute sourcing projects E2E sourcing solution and lead supplier management for CRO(Contract Research Organization), SMO(Site Management Organization), PRR (Patient referral and retention) services, other clinical services and RWE (Real World Evidence) service categories. and deliver satisfactory results, whilst ensuring risk and compliance are appropriately managed. 3. Proactive Cost Management – Take a proactive end to end approach to cost management and achieves cost reduction targets through a Total Cost of Ownership approach. 4. Market Knowledge and Insights – Demonstrate good market knowledge to ensure sourcing strategies are dynamic and drive towards breakthrough. 5. Supplier Management – Evaluate potential suppliers on sourcing initiatives, build and manage appropriate relationships at senior and working levels with suppliers, and ensure supplier performance / value management programs drive towards meeting business requirements and priorities. 6. Stakeholder Management & Communication – Proactively seeks to engage business stakeholders, understand their short and longer term needs and requirements and is effective in ensuring requirements are reflected in sourcing strategies to meet, both operational and strategic needs. Communication will play a key role in success and will play an important part within this job. 7. Contract Negotiation and Management – Once strategies are approved, lead sourcing events, RFX, RFP, e-auctions, and negotiations through to contract implementation and ongoing management. Team work – Work collaboratively with colleagues in MSD procurement networks, as well as country teams to achieve collective success, as well as share and drive best practice across the organization. Good leadership/coaching/business partnering/influence skills Skills and Experience Required 1. Education – Graduate / tertiary education. Bachelor degree or above. Experience – above 10 years(Bachelor) or 5 years(Master)working experience in sourcing, with 1-2 years in R&D procurement categories including CRO(Contract Research Organization), SMO(Site Management Organization), PRR (Patient referral and retention) services, other clinical services and RWE (Real World Evidence) service categories in big multinational organization. But can open to other indirect procurement background if high potential. Business level fluency in English is mandatory. Project management background will be a plus. 2. Soft Skills – The candidate should be a self-starter, quick learner and adaptability to work in a dynamic environment. Flexibility and the ability to work on multiple projects are required. Must be able to work with individuals at all levels and demonstrate a level of professionalism that instills confidence and inspires trust. Communication skill is key to this role. Good data analytics and problem-solving skills. Knowledge of procurement or business skills within a changing environment are also an advantage.
