Job Purpose This position is responsible for advising management on compliance with EHS legal & JM requirements, providing technical expertise, influencing plant management to lead EHS behaviours, supporting the Plant Management team in deploying EHS requirements and creating a mature EHS culture within the plant. This is in line with the Johnson Matthey value of ‘Health and Safety is our Priority. Principle Accountabilities A. Implement EHS Legislation and requirements to ensure plant activity compliance. Identify applicable EHS legislation and advise management on compliance. Manage EHS related governments’ liaison, to maintain the EHS permits and regulation conformance monitoring and investigation by governments. Implementation JM Group and Sector EHS requirements including policies (Life Saving Policies) including, guidance, standards, procedures, and initiatives. Acting as the plant point of contact for communication with external stakeholders (e.g. Regulators, customers, suppliers, industry bodies, medical providers). Liaise with external parties on compliance with legal permits and other requirements. Ensure all activities (including EHS Three-Simultaneity) shall meet legal and JM requirements. Implement the internally and externally audit and complete actions. Implementation JM Group and Sector EHS requirements including policies (Life Saving Policies) including, guidance, standards, procedures, and initiatives. B. Establish and implement EHS Management System, processes, and tools to support business sustainable. Establish and implement standardized EHS& Process Safety management systems and processes that are consistent with Nation, Region, Group and Sector. Including ISO14001, ISO45001, ISO50001, process safety system, safety standardization and Double prevention system, Hazardous waste standardized management, etc. Establish and implement EHS objective, EHS Annual Improvement Plan (e.g., Site Sustainability Improvement Plan and Safety Improvement Plan), EHS workplan, training plan and IH and OH programs to achieve excellent EHS performance. Establish and implement all EHS procedures. Establish plant emergency plans (ERP) and procedures are robust, executed and continuously improved. Lead EHS Risk Identification & assessment for the potential hazards through Job Safety Analysis, Process Safety Management, Safety Risk Aspect Tool, Environmental Aspect Tool, etc. Ensure risk assessment processes are in place for all activities and EHS is fully considered in management of change processes on site. Manage all aspects of EHS Budget C. Establish and implement EHS culture activity to promote employee EHS behaviours. Establish and implement the EHS culture roadmap and activities. Coach others on how to demonstrate required EHS behaviours. Challenge undesirable behaviours, and consistently sends a message that safety is a core value. Monitor leadership engagement and give clear and transparent feedback. D. Show leadership, coach and develop the others to build up the strong EHS team. Provide EHS technical advice and training for related employees. Establish and implement the EHS talent development program to develop and mentor direct and indirect reports within the position’s scope of responsibility. Lead by example. both manage and complete tasks. Self-directed on day-to-day tasks, with key-stakeholder buy-in on larger, more complicated initiatives and programs. Promote 2-way dialog amongst the workforce, while providing feedback on all relevant situations. E.g. Safety Observation Conversations. Lead leadership EHS commitment action plan and monitor implementation effectively. Qualifications 67 Bachelor’s degree or above in safety engineering or environmental engineering or chemical engineering or similar. More than 5 Years experience demonstrated in effective leadership of EHS in a batch-manufacturing environment. Activity sectors in order of preference: Fine/Specialty Chemicals, Pharma, and Oil & Gas and automotive. Strong safety/environment/OH&IH professional technical knowledge and experience in chemical industry or automobile industry. Familiar with applicable international, national & local Standards, legislation and EHS management system/ISO system. Knowledge of EHS laws and legal requirements. Have CSE (Certified Safety Engineer) .
