岗位职责: Scope of Job: To oversee the safety of rides, special equipment, and related operations in compliance with Chinese national standards (GB codes) and regulatory requirements and group policy. This role focuses on ensuring the highest safety standards for guests and staff, with expertise in ride safety, special equipment management, and emergency preparedness. Key Objectives: 1. Ensure compliance with Chinese GB codes (e.g., GB 8408, GB/T 34371), Special Equipment Safety Law, Dual Control System requirements, and Group Policies HSP-009 & HSP-014 for ride operation and maintenance safety. 2. Participate in the review of COSWP/ECOSWP to ensure that COSWP/ECOSWP meets the Group's HSS standards. 3. Lead risk classification (风险分级管控) and hazard governance (隐患排查治理) for rides and special equipment, ensuring alignment with both national regulations and internal group policies. 4. Oversee preventive and predictive maintenance programs for rides, aligning with HSP-014’s requirements for technical competency. 5. Partner with Group HSS Teams to align local practices with global standards. Main Responsibilities 1. Operations 82 Establish and maintain the Dual Prevention System for special equipment operations to ensure regulatory compliance and mitigate operational risks across the theme park. 82 Ensure 100% adherence to corporate policies HSP-009 and HSP-014 in daily operations and lead cross-functional HSS inspections/audits to validate implementation effectiveness. 82 Administer LOTO (Lockout-Tagout) authorization protocols for ride systems, guaranteeing strict compliance with safety standards during operation, maintenance, and repairs. 82 Conduct technical review and approval of safety protocols for major overhauls of rides and other special equipment to ensure compliance with risk control requirements. 82 Oversee the implementation of OURA (Operational Risk Assessment) and track action items for new construction, renovation, and expansion projects to align with safety governance frameworks. 82 Lead the establishment, execution, and continuous improvement of the theme park’s MOC (Management of Change) system to standardize risk control processes. 2. Marketing 82 The Safety Manager will be required to support the Entertainments Team and will participate in events activity, either directly or providing team support in health and safety risk assessment. 3. Financial 82 The Safety Manager is expected to take full responsibility for managing and meeting their assigned budget which includes PPE, 3rd party services. 4. Development 82 To work with Resort Heads of Departments on strategies to minimize and reduce Health and Safety risk. 82 Develop, implement, and monitor best practice procedures for a well-controlled Health and Safety environment. 82 Review of all departmental procedures to ensure compatibility with the Resort objectives. 82 Provide leadership to direct reports with emphasis on training and development. 5. People 82 Develop a strong and trusting relationship with the Resort Leadership Team. 82 Building a high-performing safety team is achieved through leading by example. 82 Provide leadership and coaching to the Team Leaders, developing relationships with all members of the department through regular communication, coaching and results management. 82 As the role requires involvement with external agencies such as Emergency Management, Hygiene supervision, Market regulation, the ability to be able to generate trust with them is essential. By being honest and up-front to ensure the Resorts side of events is given in a clear and accurate format to protect it from possible legal action being taken. 6. Health & Safety You are responsible for implementing Merlin’s HSS Policy, management system and related standards. Within the area of management responsibility, you must: o Show clear leadership and commitment to HSS; this includes setting a good personal example. o Develop plans that are consistent with the HSS strategy to carry out risk assessments and meet relevant standards, legal requirements and Merlin’s HSS targets and objectives. Take the necessary practical steps to implement the HSS management system, including: o Providing suitable resources and training o Defining specific roles and responsibilities o Explaining HSS issues effectively o Establishing operational controls o Managing contractors effectively o Organizing emergency response arrangements o Implement measures to monitor HSS performance and, where necessary, take corrective action. This includes audits, performance monitoring, and reporting / investigating incidents. o Ensure that HSS decisions are consistent with Merlin’s HSS Policy. o Consider HSS issues in business decisions and explain their importance. o Support promotional campaigns and educational plans. o Recognise and reward employees who show positive HSS behavior and achieve HSS objectives. o Discuss HSS issues regularly. o Encourage employees to suggest measures to improve HSS performance and follow these up. o Ensure that employees who blatantly or repeatedly violate HSS standards, procedures and rules are disciplined appropriately. o Challenge unsafe conditions or actions and work with those involved to agree the necessary safety improvements. o Provide ready access to skilled HSS professionals and / or accurate HSS advice. 任职要求: 61 Education: Bachelor’s degree in mechanical engineering, Safety Management, Industrial Engineering, or a related field. Advanced certifications in Safety or Risk Management preferred. 61 Experience: o Minimum 5+ years of hands-on experience in safety management or rides operations, technical service in theme park operations or special equipment industries. o Proven track record in implementing dual prevention systems, LOTO protocols, and MOC frameworks within regulated environments. o Candidates with experience in design risk assessment, handover acceptance, verification, and related activities throughout the project design phase will be given priority consideration. 61 Skills: o In-depth knowledge of national safety regulations (e.g., GB codes) and industry standards. o Proficiency in cross-functional collaboration with HSS, engineering, and operations teams. o Strong analytical skills for risk assessment and mitigation strategy development. o English and Mandarin (written and spoken) for policy documentation and stakeholder communication.
