Major Tasks &responsibilities: 1. To work as a Large Size project quality manager, he/she is responsible for quality management from FEL2 to the Mechanical completion, and the main tasks are: 61 To support Project manager to establish Covestro project quality management system; 61 To prepare the project quality control execution plan, the equipment & construction quality requirements, to define the equipment inspection level and applicable Inspection & Test Plan (ITP) etc according to Covestro procedures. 61 To participate in vendor/contractor auditing, bidding and evaluation; 61 To prepare the QC mobilization plan and arrange inspection activities in a cost-effective method; 61 To review and approve the procedures from manufacturers, construction contractors and NDT contractors, and creatively finalize the most suitable manufacturing procedures , welding procedure and NDT procedure to ensure quality and long-term reliability. 61 To supervise the quality control implementation, rectify deviations, make continuous improvements, and report the quality status to the project manager in a timely manner to ensure that the project ultimately delivers a qualified and reliable production unit that meets the BE’s expectations and legal requirements. 2. To work for Daily Maintenance 61 To fully support the repair work of in-service equipment and Pipelines; 3. To work for Turnaround (TA) events 61 To assume responsibility for quality management as a lead Qc to ensure the quality meeting the GB codes and Covestro’s standard/specifications/procedures, if required. 61 To implement QC on Technical goods, welding, NDT, Equipment repair, Coating and insulation, handover document including PP/PV and no PP/PV. 4. To control the fabricated equipment quality by the selection of suppliers, preparation of inquiry documents, technical clarification, technical proposal evaluation, drawing review, manufacturing document review, monitoring of the manufacturing process, and final inspection & acceptance etc. 5. To supervise the contractor to keep the handover documents synchronized with the construction progress the document quality to ensure that the project can successfully pass the government acceptance on time. Value Added: 1. Be able to provide fabrication quality control service to all other Sites in Global scope. 2. Be able to assure a balanced quality and cost-effectiveness for construction and equipment fabrication. 3. With work experience in maintenance of in-service equipment/piping or shutdown event in a chemical plant. Contribution Context: Team Leader Management Functions/Department, welding engineer Work Relations: internal: Plants, project CSA, PCT, Equipment, and Piping discipline, project manager, construction manager, Procurement, MM, TAM, HSEQ-RA, CWH. External: construction contractor, NDT company, 3rd party quality supervision company, bulk material vendor/supplier. Qualifications: 1. B.S degree or master, preferably in welding engineering or metallic material, or mechanical engineering, 2. Certified as a local License (min. level_2) in RT (Radiographic Test) or UT (Ultrasonic Test). 3. Demonstrated organizational and managerial skills on quality control of process equipment and site construction. 4. Multidisciplinary knowledge of process equipment (vessel, heat exchanger, column, reactor, steel stack and storage tank). 5. Knowledge of welding processes and procedures for carbon steels, alloyed steel. 6. Knowledge of NDT techniques, related to inspection of equipment, piping, storage tank like RT, PT, UT, MT. 7. Knowledge of local and international standards and codes (eg. GB, HG, NB,, ASME, ASTM) as well as local Authority bureau requirements. 8. Effective communication and coordination skills. 9. Good English both oral and written. 10. Over 10 years project experience, at last 5 years QC experience.
